PDF Meld has lots of ways to extract page - you can use a page range with -pages like this: -pages 2,7,14-20,35. You can use negative numbers to mean from the end of document (when you want the last page but don't know what number that is). The -pageord command will rearrange the existing pages of a PDF and has a an option of "reverse".
Other options such as -bmsplit will break apart a PDF based on bookmark levels and create a new PDF containing the bookmarked sections. These are some of the ways you can do this but see the documentation of PDF Meld for a complete list.
