is it possible to enable commenting in pdf true PdfMeld ?

If you mean enabling so users of the free version of Adobe Reader can enter comments, then no. PDF Meld can add comments (or plain text) based on entries from a file but you cannot use it to enable a PDF so the end user can type them directly from Reader.
